SOAR is an acronym for Stateless, One-pass Adaptive Refinement, which well summarizes the characteristics of the view-dependent mesh refinement and rendering algorithm described in the following papers. SOAR v1.11 is a stripped-down C implementation of these terrain visualization algorithms.
